Good Afternoon – My name is Keith Johnson and I am the President of The Heartland Homeowners Association Board of Directors in Oceanside. I wanted to take a few minutes to highlight the Board’s sincere appreciation for the hard work, expertise, enthusiasm and professionalism of our Community Manager, Pam Bledsoe, and her assistant Terran O’Hara. Prior to Pam being assigned to The Heartland account, our community and Board were, in my opinion, in complete disarray (just ask Jim Fraker after he got an earful from me.) Residents were painting homes unapproved colors, common ground landscaping was a disaster, homeowners were not submitting Architectural Review Committee requests, there was no recourse for CC&R and Homeowner rules violations and there was little, if any, communication between PCM/Associa and the Board with homeowners. Systemic lack of communication and timely response to requests and complaints resulted in homeowner frustration, anger and apathy for the HOA and PCM/Associa. Residents were extremely frustrated for years and unfortunately, PCM/Associa took the brunt of it. Previous Board members contributed to the problems by hiding behind PCM/Associa instead of engaging with fellow homeowners to ensure adequate communication. For these reasons, I decided to offer my time to represent fellow resident on the Board, as did my fellow Board members. At about the same time the entire Board was replaced, Pam and Terran came into the mix and timing could not have been better for all. From the time Pam came on Board as Community Manager in July 2018, she had many hurdles and bad history to overcome. She listened to our complaints and immediately pledged to help resolve the issues, work with the new Board in a transparent manner, teach us “the process” and provide professional guidance. In short, Pam and the new Board were on the same page from the beginning and have since overcome and addressed issues that angered most in the community for so many years past. Pam, Terran and the Board have put a lot of effort into trying to clean up many years of significant HOA administrative and operational problems, deficiencies and oversights. We focused on rectifying non-compliance with CC&Rs and other community rules, ensuring ARCs were submitted for paint landscape and other exterior projects, recovery of significant delinquencies (to the tune of over $20,000) and most importantly……………..more effective communication between Board members, PCM/Associa and homeowners. We have been addressing all the aforementioned issues as quickly as possible and have achieved success. Flyer boxes have been placed on community mailboxes for purposes of informational newsletters, delinquent accounts have been turned over to competent attorneys (at Pam’s recommendation), significant amounts of delinquent monthly dues have been recovered, common area landscaping has been cleaned and freshened, new monument lighting project is underway, new updated color schemes were implemented and we continue to get the word out about the TownSquare website as a good informational resource for community matters. Please accept our recognition of Pam’s and Terran’s hard work and continued effort to support The Heartland community. On behalf of the Board of Directors, we can’t thank them enough. Please let them know the Board is sincerely thankful for all they do…..even after hours and days off. JOB WELL DONE!! MUCH APPRECIATED!! Hope they remain stewards of our account.
