Since joining PCM in 1997, Disbro has been an exceptional leader on the firm’s executive management and marketing team. He actively oversees all sister companies of PCM including PCM of California, PCM, Inc. of Laguna Woods Village, PCM Consulting Services and PCM Realty.
Disbro has strengthened PCM’s 40-year legacy of innovation, customer service and integrity by rolling out the online RFP vendor management portal, a tool that has enhanced customer service quality while increasing the speed of business communication to clients and vendors within the community association industry. Additionally, he developed a new revenue stream for PCM by allowing vendors to advertise online directly to community managers seeking property services.
Under Disbro’s leadership, the company has realized 25% client growth across Southern California. PCM’s client portfolio has increased from 175 to 300 associations in the past decade.
Disbro has an extensive background in professional community management. Beginning in 1997, Disbro managed a portfolio of six large-scale community associations. During this time, he worked directly with corporate management and association boards of directors to coordinate multi-million dollar budgets, conduct meetings and obtain maintenance proposals. Disbro built a reputation for excellent customer service while ensuring vendor quality control and civil and corporate compliance.
In 1999, Disbro was promoted to Director of PCM’s Internet Services Division. In this position, he was responsible for writing the initial business plan incorporating common interest development management services into PCM’s Internet Services Division branded as “iaccess”. This division developed websites for all PCM-managed community associations and began the process of creating the company’s RFP vendor management portal.
In 2004, Disbro was named PCM’s Executive Vice President of Marketing and Business Development where he represented and targeted PCM services to land owners, equity partners, builders and developers, and cities throughout Southern California. The developer clients that have worked with PCM include The Irvine Company, The Pulte Group, Trump Organization and William Lyon Homes. Disbro led the transition of these communities from the developer as governor to a homeowner board of directors. Disbro also supervised general managers at PCM and negotiated contracts on behalf of PCM for large-scale new development community associations in Orange, Riverside and San Diego Counties.
In 2010, Disbro was elected to the Board of Directors of the Building Industry Association (BIA) Orange County and served on the BIA Southern California 50+ Housing Council. Disbro serves on several committees for the BIA including the Construction Quality Committee, Programs Committee, Quality Green Committee, Home Aid Orange County’s Project Playhouse Committee, and also serves on ULI’s Programs Committee.
Disbro received his MBA from Chapman University, Orange, California, in May of 2003. He holds a degree in Business Administration with an emphasis in Marketing and Finance from Chapman University where he was Team Captain for two years on the University’s NCAA baseball team. Together with his wife Dione, he is very committed to youth sports programs in South Orange County. With their two sons Brady and Gavin, the Disbro family spends most weekends on sports fields.

A champion for helping homeowners feel proud of where they live, Valerie has dedicated her career to personalizing client service programs and spearheading technology initiatives while overseeing management of some of the most prestigious communities in California.
A well-known thought leader in the industry, Valerie served as board member of the California Community Management Association (CACM) from 1998-2010. In this role, she chaired the organization’s annual statewide conference from 1999-2001 and served as board vice chair in 2005-06.
Valerie, who earned a Bachelor of Arts in Business with a Minor in Hospitality Management from Florida State University in Tallahassee, Florida, is also active in her community, having served leadership or active volunteer capacities with the YMCA of Orange County, Orange County United Way, Human Options and Habitat for Humanity.
Raised in Florida, Valerie currently resides in Mission Viejo, California with her two children.

As CMO, Isaiah is responsible for developing and executing the company’s strategic marketing platform, identifying new markets in which the company will bring its superior management services, cultivating new strategic partnership, maintaining strong corporate relationships with association board members, vendors, and developers; and charting a course for continued rapid growth.
Isaiah brings to PCM a wide range of experience in business development, sales, marketing and planning as well as developing and mentoring local and remote sales managers, team members and support staff. Henry also maintains strong relationships within the homebuilding and development industries – positioning the company for continued growth as the housing market continues to heat up – as well as vendors.
In his most recent role as Vice President, Business Development at The Merit Companies, Isaiah was responsible for the ongoing direction, leadership and management of all business development activity statewide within the various Merit Companies throughout California.
Certified by the American Management Association, Isaiah is an active member of the California Association of Community Managers (CACM) and Community Associations Institute (CAI), with whom he’s in the process of obtaining a PCAM certification.
Born in Brooklyn, the Irvine native serves on the Board of Directors for The Medical Supply Project International, a global non-profit organization dedicated to providing medical supplies to people in need. Isaiah is also active in Mariners Church Irvine and in Young Life, a non-profit organization dedicated to reaching out to and developing life skills in adolescent youth.

Holland began his career in information technology and business systems with the U.S. Marine Corps where his main focus was on providing leadership, teamwork, systems support and data auditing. After leaving the service, he has worked for the banking, medical, real estate and senior community management industries.

Senior Vice President, Association Accounting/Controller

Debra has extensive experience in all phases of CID accounting. She directs an accounting staff of 36 individuals, which handle the financial needs of 298 community associations. This includes overseeing the developer billing, account transitions, escrow department, delinquency, investments, banking, customer service, accounts payable, financial preparation and internal controls.
She works closely with client Board of Directors through financial training seminars and one on one training with new Directors. She reviews both budgets and audits to insure accuracy and fiduciary soundness.
Debra actively works with both industry Attorneys and Auditors to ensure that PCM is the first to be made aware of all changes to CID law relating to accounting. As an accounting professional she keeps abreast of current developments through ongoing education with CACM, CAI and the California Society of CPA’s.

With more than two decades of experience and certified as a Professional in Human Resources (PHR) by the Institute for the Society of Human Resource Management, Trent is a vital cog on PCM’s executive team, advising top leaders within the company along with department and community managers on a wide variety of employee relations issues. This includes staffing, payroll, performance management, workforce safety and conflict management, benefits and workers’ compensation issues.
Elise works closely with client board members to ensure top-notch community staffing solutions. She also supports PCM’s business development and marketing teams by articulating how the company’s HR services can benefit and bring measurable cost savings to prospective client homeowners’ associations.
Trent’s extensive HR experience, coupled with her Masters’ Degree in Human Resources from Chapman University, uniquely positions her as a respected thought leader within the industry. James V. (Jim) Fraker, PCAM®

Jim's long experience and knowledge of community management provides strong leadership and a valuable liaison with boards of directors. He works closely with staff and board members to continually improve the level of service and promote PCM’s commitment to management excellence.
A respected member of his profession, Jim has earned the distinguished credentials of Professional Community Association Manager PCAM) from the Community Associations Institute (CAI) and Certified Community Association Manager (CCAM) from the California Association of Community Managers (CACM). He has served on the board of directors of the San Diego Chapter of CAI, and currently serves on several committees.
He plays an active role in service to his community and is past Chairman of the Vista Chamber of Commerce. He is also a member of the Building Industry Association.
